1. Read every contract. The Council must approve every state contract over $10,000. Tobin will review them line by line, vote against administrative bloat, and push agencies to use open competitive bidding instead of sole-source deals. When a no-bid contract comes to the table, the agency should have to explain why — in public.

2. Defend the Council's oversight power. There is pressure in Concord to raise the contract-review threshold so fewer contracts come before the Council. Tobin's answer is no. 3. Fix the roads we drive. The Council shapes the Ten-Year Transportation Improvement Plan. District 2 stretches from Hinsdale to Littleton, and its roads and bridges shouldn't lose out to the corridors with louder lobbyists. Tobin will fight for District 2's share — including the Routes 10, 11, 12, and 103 corridors that carry this district to work. [Verify specific corridor priorities with the candidate.]

4. Confirm judges who follow the law. The Council confirms every judge in New Hampshire. Tobin will vote for judges who apply the constitution and statutes as written and against those who treat the bench as a second legislature.

5. Vet the commissioners. Department heads in New Hampshire serve fixed terms that outlast governors, so a bad confirmation vote haunts the state for years. Tobin will use confirmation hearings the way they're meant to be used: to test whether nominees will cut red tape or grow it.

6. Put parents in charge of education. Tobin supports Education Freedom Accounts and will confirm State Board of Education members who respect parents' right to direct their children's education.

7. Fund health care, not politics. When family planning and public health contracts come before the Council, Tobin will direct those dollars to Federally Qualified Health Centers and community health centers that deliver primary care across District 2 — not to organizations whose mission is political.

8. Medical freedom. Tobin will oppose state contracts and policies that impose medical mandates, and he will defend every Granite Stater's right to make their own health care decisions.

9. Back the police, judge on merit. Tobin will confirm public safety officials who support law enforcement and take the drug crisis seriously, and he will evaluate every board and commission nominee on merit and qualifications — nothing else.
